I think that checking for PH and adjusting the soil to a PH of 6.5 or less would be a great firs start. I have this problem with my in ground fruit trees when they are young and the root system is small. I find that if I add nitrogen to push growth the roots can't keep up with the micro nutrient needs. If you can get a citrus fertilizer with lower N-K-P with micros you will need more of it to provide for N-P-K and get more of the micros.

Your tree's problem is very very common this time of year. The deficiency shown by your tree has come up many times this spring on the various Internet citrus boards. The deficiency is manganese. Manganese is in the soil in very small amounts but normally in sufficient quantity. However, in the spring when a citrus tree is going through a growth flush and the leaves are rapidly expanding, the tree cannot keep up with enough manganese to supply the rapidly growing leaves, and thus the deficiency symptoms appear. Most of the time nothing has to be done, and as the growth spirt ends the leaves green up on their own in a couple months. If you want to correct the deficiency quickly you can use a manganese cheleate, manganese sulfate or a manganese nitrate solution as a foliar spray in the evening, and the deficiency will quickly correct itself.
