Mixing good compost into the soil it's growing in could help. I don't think peat alone will give you good soil if it's mixed with only clay,and peat is acidic and could be causing the p.h. to be too high which would keep your milkweeds from taking in the proper amounts of nutrients. It couldn't hurt to try.
