If the roots didn't freeze they may come back. Just wait it out as it can take a long time for them to come back from the shock and start producing new shoots.

I have read somewhere in the forum that to find out how far fig brunches are dead is to spray the fig tree with plain water just wet it down and if you look closely on main brunches from battom up you should see grey green bark if you see only brawn bark then it is dead. I don't think that fig tree in Vancouver would root friz.
