Hello lovely citrus people!

I'm on vacation from D.C. In Virginia Beach for my birthday tomorrow and a little pre-graduation relaxation with a group of friends from my master's program. I bought myself an early birthday gift at a nursery today in the form of a small Washington Navel Orange I've been wanting to find for months now. It's a very young looking tree - maybe 1 or 2 years old. I just realized that there are only a few branches growing from the grafted WNO stock and half the growth is some trifoliate orange rootstock sucker. I'm obviously a bit disappointed, but my question is this:

Is it too early to remove the sucker from the rootstock?

It's such a young tree I don't know if it could actually slow down growth or endanger the growth of the grafted WNO stock.
