Is this acceptable for planting strawberries?

Nice black dirt all tilled up and ready to go. I have read where others have put a soaker hose in between rows and covered it with mulch fabric ( what I plan to use is a pond liner cut into strips) and make rows 18 - 24 inches apart and plant the berries about 18 inches apart in the row so they fill in with runners.

Anyone see any problems with this plan? Will the soaker hose reach out on both sides 18-24 inches or should I run the hoses closer to the rows?

This will be semi permanent. I will probably cover the pond liner with some straw or last year's tree leaves. And blow out the hoses for winter.
