I hate to be accusing Dr Huey of taking over but I'd sure want to rule him out before further searching. Very few thorns, once blooming, scarlet rather than pink.

I think this actually could be Dr. Huey. The leaves and buds certainly look like it. I have seen the older flowers pale, and I think they pale more in very bright locations. The fact that Dr. Huey blackspots badly for me could explain why the plants you see have few leaves.

That's "Dr. Phooey" alright.

The 5th pic, where the plant has lost all its leaves, is oddly attractive ...like the spring extravaganza of cherry blossom , magnolia or quince, blooming before it leafs out. Only when you realize, as Sam astutely observed, that look is the result of disease,does it become less alluring. Poor Dr Huey.

Wild roses produce single flowers. You see this garden rose everywhere because of production nurseries using 'Dr Huey' as rootstock for other roses which often fail, leave behind the rootstock to replace them.
