Was this bare root when you purchased it? Often, newly planted bare root trees are slow to leaf out. However, growth at the base might indicate the rootstock is thriving while the grafted top growth is not.........and frequently, bare root trees do not thrive once planted. It depends a lot on their quality and the care provided by the vendor after harvesting.

Other than being patient and supplying sufficient water as needed, there is nothing you can do to hasten any foliage development. If you see no sign of any foliage or leaf development by the end of this month, I'd be inclined to exercise HD's guarantee policy.

it was in a ball of dirt which fell apart when i replanted it. the good new is as i was watering it this morning i saw tiny flecks of green on the upper branches, looks like its starting to leaf now.
