Hard to say for sure because there is not much other growth to compare it to but I'm leaning towards no. What type of rose is this?

I am not sure what type of rose this is, it was a freebe mystery rose. I have never seen so many stipules on rose leaves before so I want to make sure it's not rrd before planting...

Troubling that it is not on the older healthy growth.

I would totally isolate it Kelly, and see what happens. Don't be touching it and touching other plants. It is spread by a mite. You could call the company that you got it from and see if they have RRD in the area. I have decided not to purchase any roses that are leafed out from companies living in RRD areas. I do not buy leafed out roses locally.
