Need much closer photos with detail.......and taken during the active growing season would be helpful :-) Also a location.

Can't get closer (they're on the highway!). Location is Asheville, NC.

Unless you can get closer photos, the best that can be given are just guesses. Have you tried calling the local department of transportation and ask what they have planted in the median?
