If you just purchased it, and it is as heavily infested as it appears, exchange it for a "clean" plant or get a fund.

Can't get it any more focused as they are so small. It's my camera looks like hundeds of tiny white insects.

Some camellia scale are of that color. Mealy bugs are also similar. You could do an Internet search and compare their pics to what you see.

I could not tell either from the pictures either. You can get an infected leaf on a sealed plastic transparent bag and take it to the place where you got it from, another nursery, a garden club or a university.

The camera is focused behind the leaf. Back up and try again.

Looks like aphids that are gathered at the new growth.

If so, they didn't make the holes.

Holes may be from mechanical damage before you got the plant.
