Sometimes when plumerias want to branch more freely, depending on variety, the individual branches take longer to mature and bloom. Those thin new branches are way too small to bloom. Again, it depends on the variety. That thickest branch could possibly bloom late this summer (if it's a rooted cutting and not a seedling).
