tyring to get to the bottom of this problem I have has for a few years now.

I get extreme browning on my willow shrubs and then large defoliation later in summer.

I was assuming it was some sort of fungus (since I seems to have this fungus issues on other plants) but now with closer inspection I think Im seeing eggs. could possibly be spider mites? I googled it in images and doesn't seem like something that affects willows. any other ideas? I can clearly see webbing on some of the branches (not all)

these are tall upright willow shrubs and the worst part is at bottom but I think it slowly moves up.

how to get rid of this, will it recover? and how am I going to reach up 20ft?
