You said you plugged it into an adaptor and than plugged it in, why was that ? When it was an 110V light and you use an adaptor 220->110V this could be your problem some of those are triac based and give still 220V only a shorter time (chopped), good for non electronic devices but T5 ballasts are most of the time electronic, Is above the case I'm afraid you have fried the ballast. When you very, very lucky it has a fuse and only that has blown but not very likely. Most of the time the electronic components are faster than the fuse. When you don't know much of electricity don't fool with it, 220V can kill
