Magnolia tree has black plastic?

We moved into a new house and have a mature tulip magnolia tree that has black plastic underneath it. I have read that black plastic is bad. Should I remove the plastic? Does anyone have any advice on what to plant or put under this tree? I have a feeling that if I remove the plastic it may disturb the roots on this beautiful tree. See the picture below.
