Lime tree loosing leaves

My 3 year old lime tree is not and has not been doing well . Something is stripping the leaves and branches from the tree . The only thing i can see is little tiny blackish grayish larvae looking things as shown in pictures . Maybe they are not doing it and im growing it wrong ? I have never got one piece of citrus from the tree or never flowered etc .
Any help would be gratefully appreciated, I dont think the leaves are actually falling off but eaten . The 4th picture there is only 2 leaves that look like that with the miner leaf bug ?

The first 2 pics look like ACP the third and fourth pics look like CLM but the latter is the least of your worries. If the ACP's are carrying greening disease your tree is done for, especially if you're in Florida. I suggest you call your local ag extension today and send them your pictures and they'll probably want to come to your house and collect some of the bugs to test them and your tree for HLB. If your tree tests positive for HLB they will remove it. HLB has pretty much decimated the citrus industry in FL and is rampant in that state. Probably not the best news for you today but that's what I see from your pics.
