The easiest strategy is to plant them now. If they are still in leaf this is not optional. If they are completely dormant it is.

Floral, why would you advise not to plant them now if still in leaf? I have transplanted bulbs still in leaf numerous times without any ill effects. In fact, I rarely intentionally buy and plant fully dormant bulbs as the time of year they are available, I am typically not :-))

She's saying if they're still in leaf replant now, "it's not optional" to keep them until fall.
