NEED HELP WITH MY MIN. ROSES.

I just received my first ever Rosier Miniature Rose. It's in a 6" pot in the house and not looking so good. Should I replant it in a larger pot with new soil and set outdoors. I live in z3 in upper half of Michigan, so I'm thinking I should bring it in when it starts to frost.
