Yucca plant? And how to remove?

Hi - I am getting to know my garden at the house I just bought. My neighbor told me this plant is a yucca. I'm not particularly fond of it and would like to remove it. Could I get your help with a few questions:

1) is this a yucca or something else?

2) what's the best way to remove it? (my neighbor said the roots run deep)

3) can it be given to someone else? (ie is there a way to dig it up without killing it so someone else can plant it and enjoy it?)
