Neutral, I believe. Looks like an instar of an assassin bug (possibly Zelus luridus or something similar). It will catch and eat pretty much anything that is on your pepper plant, and will fly away once it reaches maturity to find a mate and work somewhere else. I don't mind seeing them even though they do kill bees and other beneficials. Technically I think they are considered beneficial. They also eat bad guys. They won't hurt your plants at all.
