I live in a residential community in southern Pennsylvania, I don't have potatoes and would be shocked if anyone had them within miles of my house.

Check all of your Solanaceous veggies for obvious signs of chewing! If I were you, I'd research this beetle so that you know what the eggs look like and how to locate them. Examining your peppers, tomatoes, eggplant, and even petunias for the eggs and destroying them is a very important task.
