How about a Miele 48" range with two ovens, or something along that line? The smaller speed oven in Miele range would heat up very quickly, the larger one should still heat up quickly due to their fast heat up mode which would activate both top and bottom elements as well as the back convection element plus fan.

Also speed oven would also suits your need for doing thing fast.

How is the Miele holding up? I know I saw some worried about sticking knobs and other things a brand new model with kinks that still need to be worked out. It's also very contemporary looking for our french country kitchen. Hmmmm

I am not sure, about the range, only have the steam combi oven myself which is a fantastic oven. Thermador 48" pro grand steam with two ovens, one being a combi steamer probably suits your need too.

If it configuration allows wall oven plus range top, it is probably best to go with one small oven, a combi steamer or a speed oven, and a full size oven to get to that quick heat up time requirement down pat.

I have the Miele range and my issues with it are detailed on that thread. Its not a perfect machine but I still recommend it and it preheats really fast. One of the best features for you is that you can make custom programs for cookies or pizza. Pop in frozen dough balls or a frozen pizza in a cold oven, run the program, take food out when the chime goes off.

I have a Capital 48" range with 2 ovens. I've never actually timed them, but they do heat up faster than my old 30" Kenmore gas range. The smaller oven takes maybe 5-7 minutes to get to about 350. That's just a guess, but it is noticeable faster.
