The key is what's beneath the stucco. If underlayment has nail holding ability,applying most anything is possible. If the surface is unlevel I would look at bedding a James Hardie product in Portland similar to thin setting tile underlayment. If surface is square and level for the most part,I'd put up moisture barrier and go at it.

Hi Jen stated it was a enclosed porch, heated and air conditioned so I presumed it would be considered an interior space. The picture of the wall doesn't look like stucco but rather painted block.

I have stucco over framed plywood which the stucco is buckling & cracking. Can I place hardy board directly on top of stucco or , remove stucco &frame over if then place hardy board?
New addition don’t know what causes stucco to buckle 😔

You need to remove all the stucco you cannot go over the top of it. I would expect to see some rot behind the stucco which is what is causing your "buckling & cracking".
