Hoya carnosa 'Krimson Princess' (or any carnosa, for that matter) can take YEARS to bloom.

Peduncles will always grow somewhere in between a set of leaves, normally dead center or slightly to the left or right. Leaves grow from nodes. Nodes form along the main vine (or offshoits of the main vine):

Ensuring enough light (bright, indirect sun, like that from a Western exposed window) , providing pest control when needed, and adequate nutrition (feed 1/2 strength water soluble fertilizer every watering) will help the plant stay strong and healthy, and may speed up bloom time.
