Will adding worms help?

I have 4 stock tanks that are 5'x2'x2' on my roof. I have 3 7 foot tall arborvitae in each. They are two years old. I have annual and perennial flowers (and other plants) toward the front of the containers.

I noticed this year the plants don't seem to be doing well. Usually by this time my creeping Jenny is several feet long. It is only several inches long.

Replacing soil is not really an option given the shrub roots. I have fertilized and added compost at the top (but not this season yet). I am wondering if worms would help. I realize they would probably not make it through the winter.
