So before we bought our trailer our neighbor extended his fence about 4x10 feet into our lot behind his trailer. It says in the lease that all structures must be approved by the manager but he built it before our manager came and there is now no manager. Is there any law stating that he can't build past the back of his trailer or anything like that?

Sounds like private land---only rules are those set up by owner/management.
