I've never had to deal with PI but reading GW for years has told me that you can cut the vine at the base and apply concentrated glyphosate to the cut ends coming out of the ground. The vine will die and then needs to be removed from the shrub. Again, I have no personal experience but obviously you need to be suitable clothed and protected at all times. One trick I've read of is to have double plastic bags over your hands and pull the vines into your bags. Then turn the inside out, tie off and dispose in the trash. Don't burn PI. The smoke is irritant. I am sure someone with actual experience can tell you more. And Google will turn up lots of tips
