I had 2 thoughts. erineum mites and leaf galls. But I'm unable to back up either of them.

Erineum mites typically create raised bumps on the top surface as they feed on the underside of the leaf. From the underside, you'll see a lot of very fine white fuzz which is often mistaken as fungus. This similar to what I see on your leaves but as I said, I'm unable to back that up with facts.

Leaf galls are caused by very tiny flying insects. Not what I see on your leaflets.
