Most likely fungus gnats, which are very prevalent with any highly moisture retentive potting soil, like MIracle Gro or other peat-based mixes. You can cover the soil surface with sand (prevents them from laying their eggs), repot with a better, faster draining soil mix or cut back on the watering. Or use Gnatrol.
