One of the shops in my town had a similar table so I'm anxious to see the answers.

It's a hall table....looks like late Victorian....the purpose of the shelf is for stability....and "for pretty". Those side riggers likely would have held plants...but stands that held plants usually showed signs of wet drippy plants.
How about a closer look at those circular shelves?
