Milky Clouds in Fountain

I have a large 600 gallon granite fountain that does not contain fish or plants at the moment. I used hydrogen peroxide to get rid of green algae growth, then the water 'grew' milky clouds. Some are suspended in the water, but mostly there is a milky layer on the bottom of the fountain. It's been weeks now. I tried liquid water softener (Calgon) and it didn't work. I tried putting my filter in a cage with batting wrapped around it and that didn't help either. Any ideas other than emptying, cleaning, and starting over? The 'clouds' are heavy enough so that small particles that land on them stay on top, but the clouds aren't solid enough to scoop them out.
