At a loss.....

This staircase NEEDS a "finish". I'm lost over what to do. They're located between the (drive under) garage and mudroom entrance to the house.
Obvious choices are:
A. Paint
B. Stain
Amy suggestions would be much appreciated.

    Stain and poly and until you do get some paper on them or they will not stain evenly. All dirt and water will from walking on them will be a problem
