should i relocate cat?

i have a cat on an esclepias tuberosa. the plant isn't near any other ones so when it gets eaten the cat will starve. it's also out in the open with no protection from the winter. should i move the cat to a safer place and where, when? i have additional tuberosa near a wooden trellis in half sun with large bushes behind as a windbreak. should i move it there now for later winter protection? anything to increase survival rate. the bushes near the trellis are also near bird feeders. any help?
