Hello all! This is a RBF rooting of a navel orange. I notice these brown splotches on a few leaves last week, and noticed more today (maybe a dozen leaves). Is this damage a burn or a pest or what????

Additional info: 6a cleveland, in 511, up against south side of house, full sun- I moved it to part sun today (away from other trees). yes, I have applied neem and fish emulsion foliar treatments in past for mutes, but only after 8pm so I don't think that burned it (?) Last spray FE was 10 days ago. Only fertilized with FP and vinegar once since repot about a month ago- usually just gets tap water- it is possible that I got some FP vinegar water on leaves...or maybe it's just rebelling for attention and wanted to makes it's debut online...thoughts?
