That stub does look like a root cut off the side of caudex. I would slice that stub flush with the caudex w a alcohol sanitized razor blade. It will clean it up and also get rid of the chopped look it has. Looks like a very rough cut or break of a root. The rough open end is only a place for fungus to grow.

Looks to have been planted prior where it shows Cream color beneath soil and silver/green above. Best to plant at this level, No deeper.

Plant it up right away and water. Keep it in filtered sunlight for a few days to get it acclimatized. You may notice the leaves drop from being shipped with them intact.

Yes, and keep it a bit on the dry side until you see steady new growth. A newly shipped plant will be stressed and therefor not taking up much water with root activity. So if you water it a lot, it may cause it to rot. But keep it a bit dry-ish after potting and water only lightly as you ease it back into full sun exposure and you should start to see new growth and can start upping your watering. Assuming it's nice and hot still where you are. (Probably plenty of heat in 10a)

Thanks Hyn I watered thoroughly when potting it up and am keeping it out of direct sun and any rain. I will watch for new growth before watering normally. Hopefully that initial watering won't hurt. And yes we have a few more months of hot before we cool down (Florida), well what we call cool lol Thanks again! - J

I received 2 desert rose from another country, bareroot. I potted using succulent soil and have put in a window that faces east, not direct sunlight. Is there anything else to do? Should I water or wait a few days
