I'm hardly expert in this; but I think it has more to do with the size of the leaf.

Leaves should mature first, and stem should harden i would suspect

I rooted two in water that were 3/4 that size.

okay, will cut one of and try water method. If works, good and if not there is a second one.

Did you put anything in the water to encourage root growth?

I think Rootone helps; but maybe it just helps my mental attitude.

Susanne, I have suckers from rootstock on my Meiwa, it is not trifoliate but volkamer, letting them grow more before I snip them.

I cut the heads off my Kuharske Citrange suckers so that they would stop growing and harden off. After they hardened I then removed them from the trunk and rooted them.

Steve great idea. Will let one of them get some more nodes and then clip it off. The bigger one will go in a water class for rooting
