Large mirror above your buffet is a good idea, but horizontal.. And for dishes and decoration - different shades of white will never be a mistake. Clear glass+white +cobalt blue+grass green+metal - elegant and timeless!

The picture show just a color combination...

I would paint the table and chairs to match the buffet. You don't really have room for a proper rug. It should be 4' larger than the table top all around, yet should not run into walls or furniture on the walls. Put the green/blue at the window with new drapes, hung as illustrated below. Pottery Barn is a good place to find both curtain panels and table service in the blues and greens you're looking for. Then find a sharp looking piece of art 25% more narrow than the buffet and hang it 5" above the buffet. You can add a green vignette of plants there too, and on the table. If you are allowed to change the light fixture, get one that shines upward and hang it 30-34" above the table top.

I meant one that casts its light toward the ceiling, not down toward the table. Down lights wash out the food colors and cast ugly nose and hair shadows on diner's faces. Light the ceiling directly and the table indirectly. You can get low volatile paint for the table and chairs. The seats can be upholstered to match, or in one of the predominant colors of, the drapes.

Don't overthink it - its just a matter of where the most light is directed. I'm not necessarily talking about a torchiere lamp but the concept is the same; any glass shades would be directed so as to throw the light toward the ceiling.
