Cabinates then paint?

I have been in construction all my life. I have never seen this before. My brother is having a home built. 350k. The builder has his cabinets built custom. OK no problems so far. But this is what I am amazed at. The raw wood cabinets were installed after the flooring and after the dry wall and knock down but before the paint. This is just wrong. Now someone has to tape off the cabinets to paint and you still have open dry wall unsealed under all the cabinets. And someone still has to stain and varnish the cabinets. This is just a bad job IMO. All the kitchen hardware is installed and what has to be removed to stain it after install? This is just crap workmanship.
