Is that a factory-built fireplace? If so, depending on the age/condition, you might want to replace it instead of painting it.

Also, what material is the hearth? Hopefully it's not something combustible, like wood or vinyl.

Replace a 200 lb unit that entails getting HOA approval, tearing down a wall, have a 200 lb fireplace taken out of the place without damaging anything and then spending $1-2k on a new ZCF plus installation and then the drywall work. I think I'll stick with the repainting of the surround.

It would be simple and cheap for you to do it. Use a palm sander with a fine grit to take it down to bare metal; or, if you don't remove all the paint, at least sand enough so that you can't feel any surface deviations where the existing paint has flaked. (And use a dust mask while sanding.) Then I'd get a can of High Heat Rustoleum spray paint. This paint is used to coat things like engines and barbecues, so should be more than adequate for your purposes, and it comes in a variety of colors and surface sheens. I can't remember if it needs a coat of primer sprayed on first, so check the instructions on the can.
