It sounds like several different pieces of advice may have inadvertently become conflated into one at some point in your research.

There are various diseases that can affect individual plants and if found, avoiding using those same plants the following year would be a good idea for avoiding the issue of a plant-specific disease. Petunias can get them, and Impatiens walleriana is known to get downy mildew that stays present in the soil and on other surfaces where, and near where, they were grown.

There is no general rule about not putting the same ornamental plants in a same spot the following year.

I have not heard of any issue specific to Sunpatiens (not the same as Impatiens walleriana.) If there is one, I'm interested to learn about it too.

Depending on your location, many or even most of the "annuals" are perennials that are just not hardy in that location. Some species of Impatiens are perennials, some are annuals.

rotating crop is a classic farming theory ... and it makes sense if you are planting a thousand acres of a single type plant ...

but one might wonder about the concept with a couple plants in one spot in a varied garden ... even if you lost a couple plants ... its not really going to affect your livelihood ... and you could easily replace whatever ...

its hard to comment on things with random references to unknown authors .... the more i read the web.. the more i wonder about what is found on it ... one particular bugaboo.. is where was the author located.. and is it pertinent to your location.. just as an example ... and i note.. you didnt provide location either ... maybe it matters ...

I have been planting Sunpatiens in the same garden spot for probably 6 years or more. No issues. Each spring I think, "Should I try something else for that spot??" Then I buy them again.

I planted sunpatiens in an area in my yard with afternoon shade, plenty of water and rich soil (mulched). The first year they did fine, but declined and died out by winter. I live in San Diego, which has a very mild climate. I replanted in the same place, but this time none of them did well and have gradually declined over the past year, even in the height of the growing season. I'm hesitant to plant them again.
