Rocambole has 'dirt' on bottoms - disease?

Many of my harvested rocambole heads have a thin layer of blackish stuff on the bottom. It can be scratched off fairly easily with a fingernail although doing so to ~100 heads we're selling is a nuisance. Now I've been told by another gardener that this is a disease and that I should take steps to avoid it. Anybody know? Can't load pictures or I'd post some.
