I water new plants for the first year if it's dry. For shrubs and trees it might be up to three years, though I've only done that once when it only rained 3 times all summer. For something like a maple (shallow-rooted) in a lawn, I might give it all day with the sprinkler in a summer like last summer where we were down about 1/3 of our usual precipitation and had almost no rain from April through the summer and soils were dust dry. I try to have plants go into the winter with adequate moisture, especially those that have above ground parts - shrubs, trees and evergreens.

Stick your finger into the soil and check if there's moisture a few inches down.

What do the plants look like? Are they wilting?

Watering, as much as any part of gardening, is location dependent. I have a lot of older gardening books. They were written by people who lived in places we understand - Philadelphia, New York, Boston. If they mentioned watering at all, it was something like 'get out a hose if it has been dry'. Now the books are written for a national audience, and have entire chapters on how to put together an irrigation system. It is an improvement if you live somewhere an irrigation system is reasonable, but leads to a complete waste of money and water if you aren't.
