Search problem for specific member

I feel foolish to ask, but I'm having trouble with the search box. There's supposed to be a box at the bottom of the first page of ratings to search for a specific member? I don't have it. When I try to search in the top search bar, it only brings up a specific members user info. What am I doing wrong?
