Some people plant the eyes at ground level then mound to cover to avoid having a sunken spot when they settle. I’ve added soil to mound myself when I noticed exposed eyes. You’re in a warm enough zone that you’ll probably only want an inch or so over the eyes anyway, should be fine.

Yes, adding soil will also improve drainage. Peonies need good drainage.

The area you are adding soil, is there only peonies growing there? Because if theres other shrubs, etc growing there at the right depth it is not recommended to add extra, unless its just peonies growing their which would be ok since they need more soil.

If there are other plants growing there too I would just add some soil to make small mounds around the individual peonies that would benefit from the extra soil.
