Yes. I base that on the fact that last winter one of my White Pets was over a break in one of our ancient water pipes (as in 1905...). I hard pruned it (I just hacked it back by 2/3rds - no science whatsoever - that plumber charged a lot for his time!) in a hurry as my DH and the plumber looked on, then my DH dug it up. I threw it into a wheel barrow, and got out of the way. After the plumber dug a 2 1/2 ft deep by 4 ft long trench under where it had been to get at the pipe, and replaced a length of the pipe, my DH threw the saturated dirt which had come out of the trench into the hole. The next day I replanted the stump of WP. It liked it! By Spring it was covered in new growth, and had a fabulous bloom. Then it proceeded to get larger and thicker than it had been before.

So, I do not think you can hurt it. I would prune it, but then WAIT until it starts to show new growth before you feed it.
