Juniperus, maybe one of the J. horizontalis cultivars. They are clipping a shrub that wants to form a perhaps quite broad carpet to remain as a narrow strip. So the shoots extending over the pavement shown in your last picture is going to be a recurring phenomenon, that probably has to be dealt with repeatedly each year in order to maintain the nearly geometric, curb-like outline.

That's called either one-tall-photographer, or low-sun-angle.
