if the growth point on a monocot like this is 'missing', it's dead. Did you pay money for this?

EDIT: apparently, Yucca elephantipes is a strange one. You can root them.

Yuccas are not like palms, it WILL still root even if the growing tip were missing (but yours seems just fine). Yes, you can cut off the bottom part to your liking. Use a very well draining soil. A half wine barrel might be too big (and stay wet too long). I would plant it is something smaller until it roots. Not sure if this is an indoor plant or outdoor, and you give no indication of your location. It may be Yucca elephantipes (a more tropical species) or Yucca aloifolia (cold hardy to about zone 7). Nice find; I rescued massive cutting of Yucca gloriosa that were put out in lawn debris!
