One of the numerous varieties of upright juniper. Looks like it has some tip blight going on.....many species are very susceptible. You can Google for control methods but I'd suggest removing or moving the tree.........if it survives the tip blight, it will get far wider than that current spot will accommodate. And is far too close to the side of the house.
