If it were my dining room, I would install Roman shades with a valance covering the top of them, and the valance would end up very close to the ceiling. The room looks like it needs heavy drapes (such as velvet), but those would never open as much as Roman shades. For drapes, I would use a solid fabric, but for Roman shades, you could use a patterned fabric, possibly to tie in with the rug, or the valance could have a pattern, and the shades could be plain. I assume that you want the view to be open most of the time, and this is easier to accomplish with shades.

If I did a pattern in the shades, I would probably use vertical stripes pulling colors from the rug. I would not want to use a pattern that competes with the rug, and so something simple like stripes (or squares) would not detract.
