My electrician asked me the same question before wiring our new garage back in 2005. I hadn't thought that much about it and asked "What would you do?"

He installed 3, 8 foot, 2 bulb fluorescent fixtures, staggered; 2 parallel and the one in the middle slightly forward of those two.

Plenty of light.

Retrofit I would pick up linkable LED shop lights. If you replaced the existing light with an outlet then you could connect between 8-12 4' lights. 4 packs are a little over $100. No wires would need pulled this way.
