Yikes! What are these pests?

My tractor seat plants (ligularia reniformis) have been struggling with the heat the past few weeks (probably not planted in best spot) but on closer inspection today I found these:

They're on the tops and bottoms of the more shaded leaves, some were quite still others ran across the leaves. Anyone know what they are? And what I should do? Thanks

Check leafhopper nymph images for species in your area and see if any match. We don't have anything that interesting around here!

Thank you! I searched that, and I think they’re passionvine hopper nymphs, Scolypopa australis. The adults are brown winged moth-like insects which I did see last season. So these are their babies. Interesting for sure, and almost cute (they’re also known as fluffy bums apparently), but not really. Look like a mission to treat.
